Duties

As a Planning and Infrastructure Engineer, you are responsible for developing the annual strategic and operational business plans, the long-term infrastructure development, and upgrade designs for the Asphalt and Crusher Plants (Plants), within Construction and Materials Services. You will directly supervise the work of an Engineer-In-Training and Plants Clerk. Primary duties include: • Develop and implement the annual strategic plans and long-term infrastructure maintenance and upgrade designs for the Plants. • Manage plant infrastructure projects that include consulting engineering assignments, construction contracts and commissioning in accordance with the City’s Project Management Framework. • Prepare budgets, schedules, project status, issues/risk, quality status on a monthly basis for planned and unplanned projects. • Exercise engineering judgment to navigate areas of technical concern that impact Plants operations and work collaboratively with team members to develop solutions. • Review engineer reports, contract drawings, technical specifications. Conduct field inspection to ensure construction activities comply with vendor quality management plans, technical specifications, and contract documents. • Ensure compliance with Council, City, and external regulatory policies in the areas of operations and environmental controls (e.g., Environment Canada and the Code of Practice for Asphalt and Gravel Plants Operation. • Provide information in response to inquiries and requests from City Council members and Mobility Management Team members and other Business Units. • Supervise the work of an Engineer-In-Training and a Plants and Paving Administrator.

Qualifications

Qualifications • A degree in a related Engineering discipline. • You must have at least 8 years of relevant professional engineering experience obtained after receiving your P. Eng. Designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work Click here for more details. • Experience in asphalt mix design (i.e. warm mix and reclaimed asphalt pavements), asphalt plant design, systems and asset management are required. • A valid Class 5 Driver's License (or provincial equivalent), with no more than 6 demerits and no current suspensions or charges pending OR; a valid Graduated Driver's License (GDL) with no more than 4 demerits and no current suspensions or charges pending. • Excellent project management skills to ensure projects are achieved on time and within budget. Working Conditions: Plant office environment with multiple demands where interruptions require immediate attention, and peak periods that require an accelerated work pace.
