Duties

Main Purpose and Function 
Reporting to the Director of Transportation, the Branch Manager of the Transit Integration and Projects Branch is responsible for overseeing the City of Vancouver’s role in equitable planning, design, and implementation of bus and rapid transit projects in the City of Vancouver.  This includes:

  • coordinating construction for the Broadway Subway project,
  • planning for the expansion of the Millenium Line to UBC (UBCx),
  • implementing bus speed and reliability projects,
  • coordinating upgrades to existing SkyTrain lines,
  • implementing ongoing changes to bus service, and
  • supporting planning for future transit lines.

 

Specific Duties and Responsibilities

The Branch Manager will oversee all transit-related work for the City of Vancouver. They will liaise with other City departments, staffing the branch as required through the various phases of projects and briefing Mayor and Council for key project decision points.

 

In addition, the manager will:

  • Conduct performance development planning and management, hiring, and attendance management for a diverse, multi-disciplinary team
  • Prepare and manage branch operating and capital budgets and track metrics and performance
  • Oversee Vancouver's coordination for the Broadway Subway Project including liaising with other City departments and senior management to:
    • develop strategies to minimize impacts to residents and businesses during construction and
    • to ensure street and utility reconstruction meets the City's needs and integrates well into the urban fabric
  • Manage Vancouver's role in planning for UBCx and upgrades to existing rapid transit lines including collaborating with external partner organizations and coordinating with all other City departments including engagement
  • Work with TransLink to advance bus speed and reliability projects within Vancouver including selecting priority corridors, determining scope and schedule, overseeing analysis of improvements and working with various City branches to design and implement improvements.

Qualifications

Education and Experience:

  • The ideal candidate will be a Professional Engineer or planner with extensive related transportation and traffic engineering experience involving a broad range of professional, operational, construction management and administrative responsibilities or an equivalent combination of education and experience.
  • Considerable experience (minimum five (5) years' preferred) managing teams and diverse stakeholder groups on complex projects/programs.
  • Experience in transit planning, implementation, benchmarking and ridership forecasting
  • Experience with the City’s transportation network and traffic signal systems; data collection; and analysis for all modes of transportation

 

 Knowledge, Skills and Abilities:

  • Knowledge of the City’s existing transportation system
  • Understanding of the City’s long term vision for transportation planning, integrating principles of equity and accessibility
  • Understanding transportation planning, design, and analysis
  • Strong familiarity with the City of Vancouver organizational structure and processes
  • Demonstrated ability in the areas of leadership, strategic and project planning and negotiating skills with a commitment to justice, equity, diversity and inclusion
  • Ability to motivate, develop, and engage a diverse workforce, foster an inclusive and supportive work environment, and coach and manage employees to meet organizational goals;
  • Ability to make effective and timely decisions; be committed to excellent service delivery to all customers; create and manage budgets, schedules and work plans; and initiate and implement creative and innovative change
  • Excellent writing and presentation skills with experience preparing business cases, and demonstrate ability to collaborate with groups of City staff, outside agencies and the public
  • Ability to utilize complex, interest-based problem-solving and conflict resolution skills to balance the needs of various road users in a limited urban environment.
  • Ability to build effective relationships with external agencies, communities and partners
